# Agent B notes: area risks (4) and daily life / commute (5)

Research date: 2026-10-31. Status: complete (sections 4 and 5).

## 0. Map position used

- **Two positions are used below. Each finding says which.**
  - **P1 = Pod IRA bridge**: the Str. Traian Vuia (DN1C) road overpass over CFR railway line 300, approx. 46.7825, 23.6401 (OSM way 24479517). The OLX pin of this ad sits on it and is only a ~1 km circle. — source: https://www.openstreetmap.org/way/24479517
  - **P2 = Agent A's identification (Likely, high confidence; building permit AC 985/9 Nov 2023 for this plot is Verified per A): Str. Traian Vuia nr. 21-23**, street front approx. 46.78435, 23.6493, building centre ~46.7850, 23.6492 (the block runs ~70-80 m north from the street, garden behind), plot ~4,550-4,676 m². I re-checked the position-specific findings for both the street front and the building centre; the difference (<70 m) changes nothing material. About 750-800 m east of P1, on the north side of Traian Vuia (odd numbers are on the north side per OSM house numbers). OSM calls the area Someșeni / Între Lacuri; agencies call it "Mărăști / Pod IRA". — source: notes/A-identification-developer-legal.md ; https://files.primariaclujnapoca.ro/2021/05/07/partea-scrisa-4.pdf
- Streets that meet at P1 (OSM): Str. Aurel Vlaicu (from Mărăști, west), Str. Traian Vuia (DN1C, east to Someșeni and the airport, passes P2), Calea Someșeni (DJ105S, under/next to the bridge), Str. Hunedoarei, Str. Beiușului. Bd. Muncii and Str. Fabricii are NOT at Pod IRA (Fabricii ~2 km west, Bd. Muncii ~1.5 km north). — source: https://www.openstreetmap.org/ (Overpass queries)
- What is around P2 (OSM, Verified as mapped): Cimitirul Someșeni directly across Traian Vuia (~30 m, south side); industrial/warehouse buildings ~40-100 m; a car repair shop ~110 m; Poliția Someșeni ~190 m; Pârâul Becaș stream ~220 m; railway line 300 ~520 m south; Someșul Mic ~820 m north. — source: https://www.openstreetmap.org/way/175622356 (cemetery) and Overpass
- If A confirms a different address, the P1 findings still describe the wider Pod IRA area; P2 findings must be redone.

## 4. Area risks

### 4.1 Flooding

- [Verified] Official flood maps (Floods Directive cycle 2, ANAR/ABA, viewer harticiclul2.inundatii.ro, WMS layer NZ.Flood.National.Cycle2.Hazard.F-Extent.F100 / F1000): around Pod IRA the river flood extent for both the 1% (1-in-100-year) and 0.1% (1-in-1000-year) scenarios stays inside the Someșul Mic channel. The nearest mapped river-flood cell is ~730 m from the Pod IRA bridge and ~650-800 m from the other points tested (Aurel Vlaicu foot 46.7818,23.6365; OLX sister-ad pin 46.7846,23.6496). No "defence breach" (DB100/DB1000) scenario is mapped in this area. Position used: Pod IRA bridge and the points named. — source: https://harticiclul2.inundatii.ro/map ; WMS https://harticiclul2.inundatii.ro/ows/national?SERVICE=WMS&REQUEST=GetCapabilities (I downloaded the extent layers for bbox 46.77-46.80 N, 23.615-23.665 E and measured)
- [Verified] Distance to the Someșul Mic (OSM river centre line): ~750 m north of the Pod IRA bridge, ~800 m from the Aurel Vlaicu end of the bridge. The railway embankment and the Bulgaria/Iris industrial strip lie between. — source: https://www.openstreetmap.org/way/343499464
- [Verified] Distance to Canalul Morii: the nearest OSM segment is ~2.1 km west of Pod IRA (near Str. Fabricii, 46.787,23.6125). The canal does not reach Pod IRA. — source: https://www.openstreetmap.org/ (Overpass waterway=canal name=Canalul Morii)
- [Verified] A small stream, Pârâul Becaș, runs ~380 m east of the Pod IRA bridge (OSM 46.7821,23.6450), flowing north to the Someș. It drains the Gheorgheni / Între Lacuri lakes (Lacul 3 Gheorgheni ~1 km south). Check the exact address against it. — source: https://www.openstreetmap.org/way/491747179
- [Likely] Height above the river (EU-DEM 25 m, approximate): the Someș near Pod IRA is at ~319-322 m. The Mărăști side south of the railway (Aurel Vlaicu) is ~329-331 m, so ~8-10 m above the river. The low ground north/east of the bridge (Str. Hunedoarei, Traian Vuia east towards Becaș, 46.783,23.645 and 46.7846,23.6496) is only ~321-324 m, about 1-3 m above the river surface. Low ground means a higher chance of high groundwater for an underground car park. — source: https://api.opentopodata.org/v1/eudem25m?locations=46.7818,23.6365|46.78904,23.63751|46.7821,23.64504|46.78462,23.649586 (DEM error is a few metres; treat as indicative)
- [Verified] Flood defence works: Apele Române/ABA Someș-Tisa EU-funded project "amenajare Someșul Mic" in Cluj-Napoca and Apahida (bank regularisation ~4.1 km, dikes ~4.55 km, works on tributaries Becaș and Murători ~3.85 km, 56.6 million lei), due to finish Sept 2015; meant to "close the flood defence line" for the city. — source: https://actualdecluj.ro/cat-s-a-cheltuit-pentru-amenajarea-somesului-mic/ ; https://actualdecluj.ro/somesul-amenajat-impotriva-inundatiilor-in-cluj-napoca-pe-12-milioane-de-euro/
- [Verified] Heavy-rain (pluvial) flooding is the realistic risk, not the river. The official pluvial layers (P100/P1000) show scattered shallow ponding patches on streets and yards all around Pod IRA, some within 10-70 m of the tested points. — source: https://harticiclul2.inundatii.ro/ows/national (layers NZ.Flood.National.Cycle2.Hazard.P-Extent.P100 / P1000)
- [Verified] **P2 check (Traian Vuia 21-23):** outside the official river-flood extents for 1% and 0.1% (nearest mapped river-flood cell ~650-800 m north). Someșul Mic ~820 m north; Pârâul Becaș ~220 m south (OSM 46.7824, 23.6490); Canalul Morii ~2.8 km west. — source: https://harticiclul2.inundatii.ro/ows/national (F-Extent.F100/F1000) ; OSM Overpass
- [Verified] **P2 heavy-rain map:** the street block of the plot is ~65-95 m from the nearest mapped ponding cell, but the back (north) end of the plot (~46.7857, 23.6491, the garden end if the plot is ~150 m deep as Agent A says) touches a mapped ponding patch: about 250 m² within 40 m already in the 1-in-10-year rain scenario (P10) and the 1-in-100 (P100). The maps were made on the old terrain, before this building. — source: https://harticiclul2.inundatii.ro/ows/national (P-Extent.P10/P100/P1000, bbox 46.783-46.787 N, 23.647-23.652 E, my pixel count)
- [Likely] **P2 ground level and groundwater:** EU-DEM gives ~321-323 m at P2, i.e. only ~1-4 m above the Someș water level (~319-322 m). The PUD geotechnical study found groundwater at -4.20 m. The approved design has 2 basement levels (S1 48 + S2 31 car spaces per the 2023 PUD), so the lower parking level is in the groundwater. That is buildable (sealed "white tank" concrete or full membrane, pumps), but it is the main water risk for this flat's parking. Ask for: the waterproofing spec of the basement, the drainage/pump system, the latest geotechnical report, and whether S2 has ever had water. — source: https://api.opentopodata.org/v1/eudem25m?locations=46.78462,23.649586 ; https://files.primariaclujnapoca.ro/2021/05/07/partea-scrisa-4.pdf ; https://files.primariaclujnapoca.ro/2023/02/24/27.pdf (via Agent A)
- [Verified] History: AGERPRES archive photos are captioned "Floods in Someșeni, Cluj county, 13 June 1970" (the great 1970 Someș flood). They do not say which streets. This was before the 2014-2015 dike and bank works. — source: https://agerpres.ro/documentare/2020/06/05/documentar-in-imagini-inundatiile-din-iunie-iulie-1970--518973
- [Unverified] I found no reports of river flooding in Someșeni / Pod IRA after the defence works, and none of flooded underground car parks in new builds on Traian Vuia. Absence of news is not proof.
- [Verified] Storm of 9 Aug 2021: flooded basements reported on Str. Între Lacuri and Str. Meșterul Manole (both ~300-600 m south/south-east of Pod IRA), Bd. Muncii traffic paralysed, Pasajul Mărăști (on the route to the centre) "floods at every heavy rain". — source: https://actualdecluj.ro/?p=172056

### 4.2 Noise and pollution

- [Verified] Aircraft noise is a real, documented issue for this side of the city. The airport's own noise action plan says that landings on runway 07 (coming in from the west) and take-offs on runway 25 (leaving to the west) fly over the Cluj-Napoca built-up area. The plan's preferred set-up is "land on 25, take off on 07" (both on the Apahida side), but in 2015 44.8% of take-offs used runway 25, towards the city. — source: https://www.airportcluj.ro/wp-content/uploads/2021/12/Plan_de_Actiune_Aeroport_Cluj_2014_Final.pdf (tables 1, 2, 12 and section 9.2)
- [Likely] Position vs the flight path (my calculation from OSM runway geometry, runway 07/25 west end at about 46.7845, 23.6711): P2 is ~1.6 km before the west runway end and ~500 m north of the extended runway centre line; P1 is ~2.3 km before it and ~530 m north. On a standard 3° approach a landing plane would pass at roughly 100 m (P2) to 140 m (P1) height, about 500 m to the side. Take-offs towards the west pass the same corridor while climbing. Treat the numbers as approximate (real procedures and tracks vary). — source: https://www.openstreetmap.org/ (aeroway=runway ref 07/25), calculation in this note
- [Verified] Residents' civic group "Nu ne mai zburați somnul" (Someșeni, Între Lacuri, Mărăști and others, active since ~2020) complains of take-off noise over the city. In fog, take-offs are mostly done over the city because of the approved procedures and the instrument landing system being at one end only. APM Cluj did noise measurements in Someșeni and Între Lacuri (values not published in the article). — source: https://actualdecluj.ro/?p=181315 (11 Jan 2022)
- [Verified] Aug 2026 "neighbourhood diary" in Mărăști: residents report 5 take-offs in one hour between 6:00 and 7:00, flights around 21:30 and midnight, ~65 dB measured inside a flat with the window ajar. The group says 44% of night take-offs in 2025 went over the city, against a "max 10%" target in the airport's action plan. (The 44% figure is the group's claim.) — source: https://actualdecluj.ro/jurnal-de-cartier-in-marasti-prea-mult-zgomot-de-la-avioanele-care-survoleaza-cartierul-cinci-decolari-intr-o-ora-dimineata-si-curse-care-ajung-sa-intrerupa-conversatiile-si-somnul/
- [Verified] Oct 2026: more than 30 proposals to cut noise sent to the city during consultation on its noise action plan, including airport traffic monitoring; a councillor says the city plan ignores aircraft and night traffic noise. — source: https://actualdecluj.ro/peste-30-de-propuneri-pentru-reducerea-zgomotului-din-cluj-transmise-primariei-se-cere-o-dezbatere-publica-si-masuri-pentru-trafic-aeroport-si-festivaluri/ ; https://actualdecluj.ro/ce-lipseste-din-planul-primariei-cluj-pentru-reducerea-zgomotului-avioanele-sau-traficul-nocturn-ignorate-acuza-o-consiliera-locala-usr-nu-abordeaza-nimic-din-ce-ne-trezeste-noaptea/
- [Verified] Road: Str. Traian Vuia is the national road DN1C, the main road from the city to the airport and Apahida/Dej. P2 sits right on it (~45 m from the road centre line per OSM; the building is on the street line). Street-facing flats will get road noise. The city's own PUD memo for P2 lists "traffic in undersized streets" and "large volume of goods transport" among the area's problems. — source: https://www.openstreetmap.org/way/24479517 ; https://files.primariaclujnapoca.ro/2021/05/07/partea-scrisa-4.pdf (section 3.4)
- [Likely] Official road noise map (strategic noise maps of Cluj-Napoca, approved by HCL in Nov 2025, made by Vibrocomp with 2021 traffic data, annex 4.1 road Lzsn = day-evening-night level): the main roads in the Someșeni / Traian Vuia corridor show the 65-70 dB(A) class (magenta) along the road edge, falling to 55-60 dB a few dozen metres back. The scanned A4 map is too coarse for me to read the exact value at P2's facade, so this is Likely, not Verified. Street-facing flats on Traian Vuia should expect ~65-70 dB Lden outside the window; courtyard-facing flats much less. — source: https://files.primariaclujnapoca.ro/2025/11/14/31.pdf (pages 100-104 = annexes 4.1-4.5) ; article: https://actualdecluj.ro/?p=280231
- [Verified] Railway: CFR line 300 (Cluj-Dej, the main line east) is ~520 m south of P2 and right under P1 (the bridge crosses it). — source: https://www.openstreetmap.org/ (railway=rail ref 300)

- [Likely] Air quality: the nearest official ANPM station is "Str. Dâmboviței" (Între Lacuri/Mărăști, roughly 1-1.5 km west of P2, exact spot not confirmed), reporting PM10 and NO2 to calitateaer.ro. On 31 Oct 2026 16:00 it showed low values (US-AQI PM10 10, NO2 11). One reading means nothing; check winter evenings. — source: https://aqicn.org/city/romania/cluj/cluj-napoca/str.-dambovitei/ ; https://www.calitateaer.ro
- [Likely] City-wide: the civic "Strop de aer" sensor network found PM2.5 above the WHO guideline (5 µg/m³) on 222 days in 2025; PM10 annual means fell from ~25 to ~16 µg/m³ (2020-2025); highest values near main roads. — source: https://www.romania-insider.com/cluj-napoca-polluted-air-2025
- [Verified] Smell: Mărăști residents complain of recurring night-time "garbage/metallic" smells and in Sept 2026 talked of suing the city and the operator of the Pata Rât temporary landfill (south-east of the city). The source is not proven by public measurements. P2 is on the east side, closer to Pata Rât than central Mărăști. — source: https://actualdecluj.ro/locuitorii-din-marasti-vor-sa-dea-in-judecata-primaria-si-operatorii-de-la-pata-rat-din-cauza-mirosului-il-simtim-in-apartamente-mai-ales-noaptea/ ; https://actualdecluj.ro/jurnal-de-cartier-in-marasti-putoarea-e-recurenta-in-zona-miroase-a-gunoi-si-iarna-nu-doar-cand-se-fertilizeaza-terenurile/
- [Verified] Nearby industry/services at P2: OSM shows industrial/warehouse buildings ~40-100 m from P2 and a car repair shop ~110 m. The ground floor of P2 itself has shops (274 m²) and offices (331 m²) per the 2023 PUD; their future use is not fixed in any public document I found (see Agent A). — source: Overpass (building=industrial near 46.78435,23.6493) ; https://files.primariaclujnapoca.ro/2023/02/24/27.pdf

### 4.3 Future construction nearby

- [Verified] P2 is in zoning unit **UTR RrM2** ("plots along local arteries, meant for restructuring, mixed zone, closed building front"): max POT 60%, CUT 1.8, cornice ~12 m. That means every neighbouring house plot along Traian Vuia may be rebuilt as a similar block built up to the side boundaries. The current single-storey neighbours are likely to become building sites at some point. — source: https://files.primariaclujnapoca.ro/2021/05/07/partea-scrisa-4.pdf (sections 2.1, 3.4)
- [Verified] It is already happening on this stretch: nr. 17-17A had a mixed block S+P+2E+R+attic under construction in 2021; nr. 7 (corner with Str. Înfrățirii) had a 22-flat S+P+3E+R block sent back for revision by the city's urbanism commission in Nov 2022 (neighbours said it would congest the area). — source: same PUD memo, section 3.4 ; https://actualdecluj.ro/sfatul-primarul-emil-boc-pentru-dezvoltatorii-unui-proiect-imobiliar-in-zona-strazii-traian-vuia-faceti-calitate-cum-au-facut-cei-de-pe-pasteur-care-vand-apartamentele-cu-jumatate-de-milion-de-euro/
- [Verified] The P2 project itself was criticised by the urbanism commission in Jan 2021 as "far too long and too deep" ("a block as long as a seaside hotel"), with neighbours objecting to damage to their houses. The commission asked for a redesign. — source: https://actualdecluj.ro/proiect-de-locuinte-dorit-la-intrare-in-oras-criticat-la-comisia-de-urbanism-nu-e-corect-fata-de-oras-e-un-bloc-cat-un-hotel-de-pe-litoral-sau-cat-spitalul-de-recuperare-din-cluj-de-lung/
- [Verified] Behind P2 (north, Str. Morii ~210 m from the street front): a PUZ for 700+ flats in 8-storey blocks on ~1.9 ha between Str. Vidrei and Str. Morii (~450-550 m north of P2) was sent back by the mayor in Feb 2021 over traffic and bulk. I found no later decision. It could return. — source: https://actualdecluj.ro/proiectul-cu-peste-700-de-apartamente-in-someseni-trimis-la-circulatie-de-primarul-emil-boc-investitor-ar-fi-omul-de-afaceri-stefan-berciu-cel-care-a-anuntat-un-alt-proiect-in-cartier-cu-telegondol/ ; Nominatim (Str. Vidrei 46.7889, 23.6464; Str. Morii 46.7863, 23.6497)
- [Verified] Băile Someșeni: a ~7 ha private PUZ next to the old Someșeni baths (south of Traian Vuia, between the cemetery, the railway and houses; OSM puts the baths ~215 m from P2) proposed a spa-hotel, polyclinic, school campus with dormitories, multi-storey car park, buildings up to 5 floors. The urbanism commission rejected it unanimously on 2 April 2026 (court-imposed green-zone rules, too dense, traffic). It was a re-submission, so the owner may try again. — source: https://actualdecluj.ro/e-mutanta-propunerea-si-sunt-siderat-de-ce-se-propune-la-baile-someseni-proiectul-imobiliar-cu-campus-si-hub-de-relaxare-propus-langa-baile-propriu-zise-respins-de-comisia/
- [Verified] Light/view on the street side of P2: the land across Traian Vuia is the Someșeni cemetery (OSM), which will not be built on. So a south-facing street flat keeps open light, but looks at a cemetery and a busy road. — source: https://www.openstreetmap.org/way/175622356

### 4.4 Big planned projects

- [Verified] Metro M1: the planned "Muncii branch" runs Piața Mărăști - Aurel Vlaicu - IRA - Str. Beiușului - Bd. Muncii, with stations Transilvania (Siretului), **Viitorului (IRA)** and Muncii. This branch is in the second construction lot, not in the part being built now. — source: https://www.wall-street.ro/articol/Social/283396/contractul-pentru-proiectarea-si-constructia-metroului-din-cluj-a-fost-scos-la-licitatie-ce-traseu-va-avea-si-unde-vor-fi-statiile.html ; https://economedia.ro/?p=332822
- [Verified] Metro status late 2026: still mostly design. Gülermak's 29 July 2026 update: designs and geotechnics, tunnel boring machines not yet started; about 2-3% physical progress in early 2026; the city now says full completion by 2032 (was 2031). Works so far are in Florești / west. No metro works at Pod IRA in late 2026 (Likely, based on no reports of works there). — source: https://actualdecluj.ro/?p=309726 ; https://actualdecluj.ro/intarzieri-la-metroul-din-cluj-primaria-a-cerut-constructorilor-un-grafic-de-recuperare-ce-estimari-au-oficialii-primariei-pentru-2026/ ; https://actualdecluj.ro/?p=310960 (1 Oct 2026)
- [Verified] Metropolitan train (Gilău - Cluj - Apahida - Jucu - Bonțida, 23 stops, 8 new): stations contract (~115 M€, CON-A-led group) signed May 2026, 6 months design + 30 months works. An **IRA station with an underground pedestrian passage** is planned, and the train is meant to connect with the metro at Pod IRA. Planned service: every 30 min 6:00-19:00, then hourly to 22:00. Realistic opening: 2029 at the earliest (Likely). — source: https://spotmedia.ro/stiri/eveniment/contractul-pentru-trenul-metropolitan-din-cluj-napoca-a-fost-semnat-traseu-de-488-km-cu-23-de-statii ; https://www.railtarget.cz/technologies-and-infrastructure/cluj-napoca-metropolitan-train-project-2025-eu-funding-10571.html ; https://www.economica.net/?p=940322
- [Verified] "Culoarul de Mobilitate Nord": a new ~9.3 km road/bike corridor along the railway from Podul Oașului / the station to **Podul IRA** (>200 M€). Got a favourable urbanism commission opinion on 19 Feb 2026; still needs public consultation and Local Council approval. It says the **IRA bridge must be rehabilitated or replaced**, with new ramps for all directions. No date for works. If built, expect years of works at Pod IRA (Likely, timing unknown). — source: https://actualdecluj.ro/culoarul-de-mobilitate-nord-care-va-lega-gara-de-zona-ira-a-primit-aviz-in-comisia-de-urbanism-dupa-patru-ani-de-la-lansarea-in-consultare-publica-investitia-depaseste-200-de-milioane-de-euro-fara/
- [Verified] Traian Vuia widening: the city plan (PUG) reserves a public-use strip to widen Traian Vuia to a 30 m profile (type II C). P2's developer had to give 123 m² of the plot to the city for this. So road works on Traian Vuia in front of P2 are planned at some point (no date found). — source: https://files.primariaclujnapoca.ro/2021/05/07/partea-scrisa-4.pdf (sections 3.1, 4.10)
- [Likely] Airport runway: the current runway is the ~2.1 km first stage (OSM 2,040 m); an extension to ~3.4-3.5 km has been planned for years (bond financing discussed; in the past one option was to shift it 200 m towards the city to avoid the ring road; another needs the Someș diverted). Any westward shift would bring the flight path closer to P1/P2. No current dates found. — source: https://www.economica.net/?p=44484 ; https://economedia.ro/aeroportul-cluj-ar-putea-emite-obligatiuni-pe-bursa-de-valori-s-ar-obtine-300-de-milioane-euro-pentru-prelungirea-pistei-la-35-kilometri-si-pentru-realizarea-unui-terminal-cargo-fara-sa-c.html ; https://www.openstreetmap.org/ (aeroway=runway 07/25)
- [Verified] P2 car access: one 6 m entrance from Traian Vuia; leaving the site, cars must turn right (per the PUD). On the north side of the road, a right turn means heading west towards Pod IRA and the city, which suits a morning commute; going east (airport, Apahida) needs a U-turn further on. — source: https://files.primariaclujnapoca.ro/2021/05/07/partea-scrisa-4.pdf (section 4.2)

### 4.5 Former industrial land

- [Verified for P2 only] What was on the P2 plot before: two private houses (a brick house with a cellar and a 6-room house) and a garage, on "curți construcții" land; existing built cover only 6.9%. Demolition was authorised. So P2 itself was residential, not part of the IRA factory platform. — source: https://files.primariaclujnapoca.ro/2021/05/07/partea-scrisa-4.pdf (PUD memo, sections 3.2, 3.3, 3.11)
- [Verified] Industrial land nearby (OSM): the CTP "Dispecerat IRA" bus/trolleybus depot (landuse industrial) at Pod IRA, ~900 m west of P2; the Str. Plevnei / Bulgaria industrial strip north of the railway (the city and press call it "the grey industrial zone Plevnei - Pod IRA"); warehouse/industrial buildings 40-100 m from P2. — source: https://nominatim.openstreetmap.org/ (Dispecerat IRA CTP, 46.7825, 23.6387) ; https://actualdecluj.ro/tag/podul-ira/
- [Unverified] I found no public contamination or brownfield study for P2 or its neighbours. A former house plot carries a low contamination risk, but older workshops/garages nearby (car repair ~110 m) can leave oil/fuel in soil. How to check: ask the developer for the geotechnical report and any environmental permit/"aviz de mediu" (APM Cluj decision on the permit file).
- [Verified] The P2 PUD memo has no soil-contamination or environmental study. It only cites a geotechnical study: topsoil, brown sandy clay, then dense terrace gravels (good foundation layer). — same source, section 3.7
- [Verified] Groundwater at P2: found at -4.20 m below natural ground in both boreholes. The design has 2 basement levels under the street block (car park S1 + S2), so the lower car park level sits below the water table. Foundations proposed on piles or diaphragm walls. — same source, sections 3.9, 4.1

### 4.6 Crime and reputation

- [Unverified] No public crime statistics by neighbourhood. IPJ Cluj and Poliția Locală publish only county/city totals and single incidents. So the crime level of this exact street cannot be measured from public data.
- [Likely] Jan 2022: large police, gendarmerie and local police operation in Someșeni (preventive sweep, hundreds of people checked). In 2022 a joint operation targeted theft and vandalism on public transport on Traian Vuia. These are signs of attention, not of a crime wave. — source: https://zcj.ro/tag/Someseni/pagina/2/ ; https://actualdecluj.ro/?p=199468 (search result summaries; I did not open every article)
- [Verified] Traffic safety: fatal crash on the IRA bridge (car into a pole) in Sept 2026; a pedestrian killed by a train on the line under Pod IRA in June 2024; injury crashes on Traian Vuia reported. — source: https://actualdecluj.ro/?p=310469 ; https://actualdecluj.ro/tag/podul-ira/ ; https://actualdecluj.ro/accident-pe-traian-vuia-doua-persoane-ranite/
- [Verified] Police station "Poliția Someșeni" is ~190 m east of P2 on Traian Vuia. — source: OSM (amenity=police, Traian Vuia 43)
- [Verified] Reputation in the city's own words: the PUD memo for P2 describes the Traian Vuia corridor as a peripheral house area in "urban decline": incoherent mix of uses (workshops in houses), traffic in undersized streets, lots of freight traffic, excess parking, degraded public space. It is a road corridor in transition, not a quiet residential street. — source: https://files.primariaclujnapoca.ro/2021/05/07/partea-scrisa-4.pdf (section 3.4)
- [Likely] Agencies market it as "Mărăști / Pod IRA" but OSM and the city put it in Someșeni / Între Lacuri. Expect resale buyers to judge it as "Traian Vuia, towards the airport", not as central Mărăști. — source: https://www.openstreetmap.org/ ; listings e.g. https://www.storia.ro/ro/rezultate/vanzare/apartament,3-camere/cluj/cluj--napoca/someseni

## 5. Daily life and commute

### 5.1 Rush-hour commute

Distances are from OSM routing (routing.openstreetmap.de, OSRM car/bike/foot profiles) from P2 (Traian Vuia 21-23) and P1 (Pod IRA). OSRM gives free-flow times only; the rush-hour ranges are my estimates. I could not run live traffic routing.

| To | Car distance (P2 / P1) | Car free-flow | Car 7:30-9:00 (estimate) | Public transport 7:30-9:00 (estimate) | Bike distance / time |
|---|---|---|---|---|---|
| Piața Unirii | 5.8 / 5.1 km | ~10 min | 20-35 min + parking in the paid centre | 30-45 min: bus 8 (or trolleybus 6 from Disp. IRA) to Piața Mihai Viteazul / Memorandumului, then 5-8 min walk | 5.1 km, ~20-25 min |
| Gara Cluj-Napoca | 5.4 / 5.0 km | ~9 min | 20-30 min | 25-35 min: trolleybus 5, direct, ~10 stops from Branului / Cămin Someșeni to Piața Gării | 5.4 km, ~22-27 min |
| Iulius Town / Iulius Mall | 3.8 / 3.0 km | ~7 min | 12-25 min | 20-40 min: bus 57L direct (Cămin Someșeni / Branului to Iulius Mall) but only ~3 trips 6:45-9:00; otherwise a change | 2.8 km, ~12-15 min |

- [Verified] Distances and free-flow times above. — source: https://routing.openstreetmap.de/ (routed-car / routed-bike / routed-foot, queried 31 Oct 2026)
- [Unverified] Rush-hour car times: my estimate (2-3x free flow), based on the route through Pod IRA - Aurel Vlaicu - Piața Mărăști, which is the single main road into town from this side. The Pasajul Mărăști underpass on this route floods in heavy rain (Aug 2021 report). Test it: Google Maps "Depart at" 7:45 on a Tuesday-Thursday, and drive it once for real. — source: https://actualdecluj.ro/?p=172056
- [Verified] Calea Someșeni (the parallel road south of the railway, towards Iulius / Între Lacuri) "blocks completely at peak hours"; the city announced a full rebuild (drainage, lighting, buried cables, new road surface) to start in 2026. I found no confirmed start date, so expect works there in 2027-2028. — source: https://actualdecluj.ro/clujenii-din-cartierul-someseni-mai-au-de-asteptat-lucrarile-de-modernizare-pe-artera-calea-someseni-vor-incepe-abia-anul-viitor/ (3 Nov 2025)
- [Likely] Bike: OSM shows a separate cycle track along Calea Someșeni (~1.9 km, from Pod IRA east towards Selgros) and a loop around Lacul Gheorgheni, but no mapped bike lane on Traian Vuia or Aurel Vlaicu, and the Someș riverside path is not mapped this far east. So most of a bike commute to the centre or the station is on busy roads. The planned Culoarul de Mobilitate Nord (~13 km of bike infrastructure, station to Pod IRA) would fix this, but has no date. — source: Overpass (highway=cycleway near 46.7835, 23.643) ; https://actualdecluj.ro/culoarul-de-mobilitate-nord-care-va-lega-gara-de-zona-ira-a-primit-aviz-in-comisia-de-urbanism-dupa-patru-ani-de-la-lansarea-in-consultare-publica-investitia-depaseste-200-de-milioane-de-euro-fara/
- [Verified] P2 car exit is right-turn only onto Traian Vuia (= towards Pod IRA / city). Good for the morning trip in; coming home from the city you turn left across the traffic into the site (check whether that is allowed). — source: https://files.primariaclujnapoca.ro/2021/05/07/partea-scrisa-4.pdf (section 4.2)
- [Unverified] TomTom Traffic Index city page for Cluj-Napoca could not be loaded (see dead ends).

### 5.2 Public transport

- [Verified] Stops near P2 (OSM): **Aiudului** ~110 m (on Traian Vuia; bus 57L, night trolleybus 5N), **Branului** ~270 m and **Cămin Someșeni** ~330 m (city-bound: trolleybus 5, bus 8, 57L), **Școala Someșeni** ~390 m (outbound). **Disp. IRA** terminus at Pod IRA is ~900 m walk (lines 4, 6, 7, 30 start there). — source: Overpass (highway=bus_stop and route relations around 46.78435, 23.6493)
- [Verified] Weekday frequencies from CTP's own timetables (departures from the Traian Vuia end):
  - Trolleybus **5** (Str. Traian Vuia/Electromontaj - Piața Gării, direct to the train station): 13 departures 6:45-9:00, every ~7-12 min; first 5:19, last 22:50. — source: https://ctpcj.ro/orare/csv/orar_5_lv.csv ; https://ctpcj.ro/orare/pdf/orar_5.pdf (valid from 08.09.2026)
  - Bus **8** (Str. Traian Vuia - Aurel Vlaicu - Piața Mihai Viteazul, near the centre): 7 departures 6:45-9:00, every ~12-24 min; first 5:07, last 21:33. — source: https://ctpcj.ro/orare/csv/orar_8_lv.csv (valid from 28.09.2026)
  - Bus **57L** (Emerson - Iulius Mall - Alverna): 3 departures 6:45-9:00 (7:12, 7:50, 8:50). — source: https://ctpcj.ro/orare/csv/orar_57L_lv.csv (valid from 02.11.2026)
  - From Disp. IRA (P1): trolleybus **6** (to the centre - Memorandumului - Mănăștur) every ~4-5 min and bus **30** (Piața Mărăști - Calea Moților - Grigorescu) every ~5-6 min, 7:30-9:00. — source: https://ctpcj.ro/orare/csv/orar_6_lv.csv ; https://ctpcj.ro/orare/csv/orar_30_lv.csv ; stop lists from OSM route relations
- [Verified] Future: metropolitan train station "IRA" with an underground pedestrian passage, and metro station "Viitorului (IRA)" are planned near Pod IRA (~0.8-1 km from P2). Not before ~2029 (train) and 2030s (metro branch). See 4.4.

### 5.3 Shops, health, schools, parks

All distances are straight-line from P2, from OSM (may miss places that are not mapped). — source: Overpass query (amenity/shop/leisure within 1.5-2 km of 46.78435, 23.6493)
- [Verified] Pharmacy: Danafarm, Traian Vuia 26, ~145 m. Clinic: Biogyn ~110 m. Family doctor: one mapped practice on Str. Blajului ~535 m and one on Str. Dunării ~1.5 km; family-doctor lists are not public, so availability is Unverified (ask CAS Cluj / call practices).
- [Verified] Shops: two small convenience shops ~220-250 m; Profi (Str. Rodnei 44) ~670 m; Kaufland (Aurel Vlaicu 182), Lidl and Piața Agroalimentară IRA (market) ~1.0 km; Artema shopping centre (Traian Vuia 140) ~1.3 km; Selgros on Calea Someșeni.
- [Verified] Schools: nearest state school Școala Gimnazială "Traian Dârjan", Traian Vuia 76, ~430 m. Next: Școala Gimnazială "Alexandru Vaida-Voievod" ~1.3 km (Mărăști side). — source: OSM
- [Verified] In Nov 2020 the mayor said the Traian Dârjan school (300+ pupils, grades I-VIII) had become largely segregated over 10 years; parents who moved their children cited violence and insecurity, behaviour, and infrastructure; the city promised an integration plan. I found no later public update. Visit the school and ask the ISJ which school is assigned to Traian Vuia 21-23 before relying on it. — source: https://actualdecluj.ro/emil-boc-recunoaste-ca-exista-o-problema-cu-integrarea-elevilor-de-etnie-roma-in-cluj-primarul-cauta-idei-pentru-ca-scoala-traian-darjan-sa-nu-se-transforme-in-una-doar-pentru-elevii-romi/
- [Verified] School districts: ISJ Cluj publishes the "circumscripții școlare" each spring (for 2026-2027 announced for 12 March 2026). In-district children have priority for the preparatory class; out-of-district places depend on free seats. I could not open the 2026-2027 street list (see dead ends). — source: https://www.isjcj.ro (search result summary of Monitorul de Cluj notice: https://www.monitorulcj.ro/tag-educatie?page=2)
- [Unverified] Kindergartens: OSM maps only a day centre on Str. Branului ~330 m and Grădinița Lizuca (Str. Cojocnei) ~1.45 km. I found no public data on waiting lists for Someșeni/Mărăști kindergartens. Enrolment for 2026-2027 opened 18 May 2026. Check the list of state kindergartens and free places on the ISJ / Primărie sites.
- [Verified] Parks: no proper park within 1 km of P2. Parcul Între Lacuri ~1.4 km, Parcul Aurel Vlaicu ~1.4 km, Parcul Tineretului / Pădurea Clujenilor ~1.8 km (north of the river), Iulius Parc ~2.2 km. Small playground "Hunedoarei - Pod IRA" ~600 m. The complex itself has a courtyard playground (per the PUD). — source: OSM
- [Verified] Future park: Parcul Est along the Becaș stream (between the Gheorgheni lakes and Calea Someșeni, ~1 km south of P2): only ~10 ha of the promised 45+ ha in the first stage, still in design in Oct 2025, earliest 2028. — source: https://actualdecluj.ro/parcul-est-din-cluj-promisiune-mare-buget-mic-doar-10-hectare-din-45-fagaduite-initial-de-primarie-vor-deveni-realitate-dupa-doi-ani-de-lucrari-cel-mai-devreme-in-2028/

### 5.4 Utilities

- [Verified] The P2 PUD memo says Str. Traian Vuia has all networks: water, sewage, natural gas, phone and electricity; the building connects to them (water/sewer: Compania de Apă Someș; gas distribution in Cluj: Delgaz Grid; power: Distribuție Energie Electrică Romania, ex-Electrica). The 2021 memo planned gas boilers ("centrale termice distribuite pe funcțiuni"), consistent with the ad's shared building boiler. — source: https://files.primariaclujnapoca.ro/2021/05/07/partea-scrisa-4.pdf (sections 3.12, 4.8)
- [Unverified] Outages: I found no news of repeated water, power or gas outages specific to Someșeni / Traian Vuia in 2025-2026. City-wide news shows normal one-off pipe bursts and planned power cuts. Absence of news is weak evidence. — source: https://actualdecluj.ro/tag/avarie/ ; https://actualdecluj.ro/intreruperi-de-curent-pe-zeci-de-strazi-din-cluj-napoca-dar-si-din-localitatile-invecinate-baciu-floresti-sau-apahida/
- [Verified] Rain drainage: Calea Someșeni residents complain of street flooding after storms; the planned rebuild includes new storm drainage. — source: https://actualdecluj.ro/clujenii-din-cartierul-someseni-mai-au-de-asteptat-lucrarile-de-modernizare-pe-artera-calea-someseni-vor-incepe-abia-anul-viitor/
- [Unverified] Fiber internet: coverage checkers (Digi, Orange, Vodafone) and ANCOM's broadband map (atlas.ancom.ro) are interactive forms/JS apps I could not query. Traian Vuia is a main road with existing telecom networks, so fiber is Likely, but for a new building the operators must still wire it. See dead ends.

### 5.5 Resident complaints

- [Verified] Aircraft noise (morning take-off waves, night flights) is the most organised complaint in Someșeni / Între Lacuri / Mărăști (group "Nu ne mai zburați somnul"). See 4.2.
- [Verified] Heavy trucks on Someșeni residential streets: residents protested in March 2026 (damage to houses and roads, streets Bărc I, Ion Ionescu de la Brad, Căpitan Grigore Ignat, ~0.8-1 km north-east of P2); the mayor promised daily police checks and fines; ~6,000 lei of fines in the first checks. — source: https://actualdecluj.ro/locuitorii-din-someseni-cer-primariei-cluj-sa-opreasca-traficului-greu-pe-strazile-rezidentiale-din-cartier-boc-raspunde-ca-exista-restrictii-si-promite-controale-si-sanctiuni/ ; https://actualdecluj.ro/video-amenzi-de-aproape-6-000-de-lei-pentru-soferii-de-camioane-din-someseni-emil-boc-vom-mentine-controalele/
- [Verified] Traffic: Calea Someșeni blocks at peak hours (city's own words, Nov 2025); neighbours of the Traian Vuia nr. 7 project said new blocks would congest the area; the city's PUD memo lists undersized streets and excess parking in this corridor. — source: https://actualdecluj.ro/clujenii-din-cartierul-someseni-mai-au-de-asteptat-lucrarile-de-modernizare-pe-artera-calea-someseni-vor-incepe-abia-anul-viitor/ ; https://actualdecluj.ro/sfatul-primarul-emil-boc-pentru-dezvoltatorii-unui-proiect-imobiliar-in-zona-strazii-traian-vuia-faceti-calitate-cum-au-facut-cei-de-pe-pasteur-care-vand-apartamentele-cu-jumatate-de-milion-de-euro/ ; https://files.primariaclujnapoca.ro/2021/05/07/partea-scrisa-4.pdf
- [Likely] Street parking: Traian Vuia is a busy national road with little room for kerbside parking (Likely; check on site); P2's 64 flats have 79 underground spaces (Agent A, 2023 PUD), so residents with a bought space should be fine; visitors will struggle. The PUD memo already names "excess parking" as a local problem. — source: https://files.primariaclujnapoca.ro/2023/02/24/27.pdf (via Agent A) ; https://files.primariaclujnapoca.ro/2021/05/07/partea-scrisa-4.pdf
- [Likely] Snow clearing: Traian Vuia (airport road, DN1C) is a main artery, so it should be high in the city's clearing priority. Side streets are a different story: in winter 2025-2026 residents of Str. Streiului (Între Lacuri, ~1 km) said their public street was left out of the clearing plan; ~20% of city streets are private and not cleared by the city. The city publishes street priority lists and GPS tracking of ploughs on its site (Salubritate section); complaints line 0727 228 526. — source: https://actualdecluj.ro/strada-publica-din-cluj-exclusa-din-planul-de-deszapezire-asteptati-sa-se-topeasca-gheata-sau-spargeti-o-singuri/ ; https://actualdecluj.ro/alei-pietonale-si-piste-de-biciclete-necuratate-dupa-ninsori-clujenii-reclama-lipsa-interventiilor-in-cartiere-si-il-critica-pe-primarul-emil-boc-pentru-ca-a-trimis-politistii-locali-sa-fotografieze/
- [Unverified] Construction dust: no news found about dust around Traian Vuia, but with nr. 17-17A and nr. 21-23 just finished, the RrM2 rules inviting more blocks, and Calea Someșeni works coming, expect building-site dust and noise on and off for years.
- [Verified] Smells at night (possibly Pata Rât landfill), Mărăști residents, Sept 2026. See 4.2.
- Facebook groups (login needed, not read): "Nu ne mai zburați somnul" (airport noise), "Cartierul Someșeni" / "Someșeni Cluj" groups, "Mărăști Cluj-Napoca" groups, "Între Lacuri" group, and city-wide "Cluj-Napoca - Probleme / Sesizări" type groups. Search them for "Traian Vuia", "Pod IRA", "Aiudului", "inundat", "zgomot avioane".

## Red flags

- **negotiate** — Aircraft noise: P2 is ~1.6 km from the west end of the runway and ~500 m off the extended centre line. Landings from the west and take-offs to the west (often in fog, early morning and at night) pass close by at low height. Visit at 6:00-7:30 and at night; ask for window acoustic specs. (4.2)
- **negotiate** — Lower car park level is below the groundwater table (-4.20 m, 2 basements) on low ground ~1-4 m above the Someș level. Ask for the basement waterproofing system, pumps, and any water-ingress history before paying for the 10,000 € space. (4.1)
- **negotiate** — Street-facing flats sit on DN1C Traian Vuia (airport road, freight traffic; official map ~65-70 dB band at road frontages, Likely). A courtyard-facing unit is worth more. Find out which side this 71 m² floor-2 unit faces. (4.2)
- **negotiate** — Years of nearby works likely: RrM2 zoning invites more blocks on the neighbouring house plots; Calea Someșeni rebuild (announced for 2026); planned Traian Vuia widening; Pod IRA rebuild/ramps in the Culoarul de Mobilitate Nord plan; possible return of the 700-flat Vidrei-Morii and Băile Someșeni PUZs. None has a fixed date. (4.3, 4.4)
- **negotiate** — Location is marketed as "Mărăști / Pod IRA" but is really Someșeni / Traian Vuia, 750-800 m east of Pod IRA, opposite a cemetery and next to workshops/warehouses. Resale buyers will price it as Someșeni. (0, 4.6)
- **minor** — No real park within 1 km; nearest parks ~1.4 km. Parcul Est (~1 km) not before 2028. (5.3)
- **minor** — Nearest state school (Traian Dârjan, 430 m) had serious, publicly reported problems in 2020 (segregation, safety); check the assigned school and alternatives if children are planned. (5.3)
- **minor** — Public transport is decent to the station (trolleybus 5 every 7-12 min) but thin to Iulius (57L, 3 trips at peak) and only every 12-24 min on bus 8 to the centre; the frequent lines (6, 30) start at Disp. IRA, ~900 m walk. (5.2)
- **minor** — Recurring night-time smell complaints in Mărăști (source unproven, possibly Pata Rât). (4.2)
- **minor** — River flooding risk is low: outside the official 1% and 0.1% river-flood areas. Heavy-rain ponding is mapped at the back end of the plot. (4.1)

## Dead ends

- Official noise maps: the 2025 strategic noise maps (HCL Nov 2025) are a 127-page scanned PDF with A4 maps; too coarse to read the exact dB at P2. How to check: ask Primăria Cluj-Napoca (Direcția Ecologie Urbană) or APM Cluj for the GIS layer or a large-scale sheet for Str. Traian Vuia 21-23; there is no public web viewer that I found. — https://files.primariaclujnapoca.ro/2025/11/14/31.pdf
- Airport noise contours: the airport's 2014 action plan has contour figures but only for 2014-2016 traffic; no newer plan/map found on airportcluj.ro. How to check: ask the airport (mediu/relații publice) for the latest strategic noise map; or install a free flight-tracker app and watch runway use for a few mornings. — https://www.airportcluj.ro/wp-content/uploads/2021/12/Plan_de_Actiune_Aeroport_Cluj_2014_Final.pdf
- TomTom Traffic Index Cluj-Napoca page: returned 404 via fetch. How to check: open tomtom.com/traffic-index in a browser and search Cluj-Napoca; better, use Google Maps "Depart at 7:45" on a weekday and drive the route once.
- Live rush-hour routing (Google Maps, Moovit, CTP app): not possible via fetch. How to check: Google Maps / Moovit with departure 7:30-8:00 on a Tuesday; ride trolleybus 5 and bus 8 once from Branului.
- calitateaer.ro (official ANPM air data) is a JS app; I used aqicn.org's mirror for one reading. How to check: calitateaer.ro, station list "Cluj-Napoca", look at winter PM10 history for the Dâmboviței station. Public sensors: maps.sensor.community and the "Strop de aer" map (JS apps; open in a browser, zoom on Someșeni).
- Fiber coverage: Digi (digi.ro, "verifică acoperirea"), Orange, Vodafone checkers and ANCOM's atlas.ancom.ro need an interactive address form. How to check: enter "Str. Traian Vuia 21-23" on each site; ask the developer which operators have already wired the building.
- School districts (circumscripții) 2026-2027: ISJ Cluj site search did not return the street list file. How to check: isjcj.ro > Admitere/Înscriere clasa pregătitoare > "Circumscripții școlare 2026-2027 Cluj-Napoca", search "Traian Vuia"; or phone the Traian Dârjan school secretariat.
- Kindergarten places / waiting lists: not public as data. How to check: ISJ Cluj list of state kindergartens and free places during the May enrolment; call the nearest kindergartens.
- Family doctors accepting patients: no public list with free capacity. How to check: CAS Cluj list of family doctors (casan.ro/casj) and phone the practices on Blajului / Dunării.
- Crime by neighbourhood: IPJ Cluj publishes no street-level data. How to check: ask Poliția Someșeni (Traian Vuia 43, ~190 m) at the front desk about the area; read local Facebook groups.
- Facebook groups (Someșeni, Mărăști, Între Lacuri, "Nu ne mai zburați somnul"): login required, not read. Names and search terms in 5.5.
- Flood map depth values for pluvial layers: GetFeatureInfo returned no depth at the ponding cells (only extents worked). How to check: open harticiclul2.inundatii.ro/map, zoom on Traian Vuia 21-23, switch on "Pluvial" layers and click the cells.
- Later status of the Vidrei-Morii 700-flat PUZ (2021) and of the Calea Someșeni works start: not found. How to check: primariaclujnapoca.ro > Urbanism > "Informarea și consultarea publicului" and the urbanism commission agendas; search "Vidrei", "Morii", "Calea Someșeni".
- Method notes: OSM data via Overpass API (several mirrors were overloaded; queries retried); elevations from opentopodata EU-DEM 25 m (±few m); routing from routing.openstreetmap.de (free-flow only).
