## Position used

- [Verified] The OLX public API gives the ad's map pin as 46.75481606 N, 23.55565592 E, radius 1, zoom 11. So the pin is **approximate**, not the building. — source: https://www.olx.ro/api/v1/offers/311203358/
- [Verified] That pin lands on the block at Str. Primăverii 8 (OSM way 150253564), in central Mănăștur near the Str. Primăverii / Str. Bucegi / Str. Izlazului crossroads. — source: https://nominatim.openstreetmap.org/reverse?lat=46.75481606&lon=23.55565592&format=jsonv2&zoom=18
- [Likely] Agent A found that this pin is Storia's generic centroid for the whole "Mănăștur" district, used by the same agency for other listings. So it says nothing about this flat. — source: notes/A-location-building-legal.md, section 0
- **Position I use from here on:** Agent A's best guess for "zona Micus" = the cluster around **Aleea Micuș, about 46.7586 N, 23.5555 E**, between Calea Florești (north), Str. Primăverii (east), Str. Grigore Alexandrescu (south) and Aleea Padin (west), next to Piața Flora. Candidate blocks (A, latest): top pick Aleea Micuș 3 (~46.7587, 23.5546, low confidence ~25 %); also Str. Grigore Alexandrescu 4 (F5) and 6, Aleea Padin 4 (F4); A rates ~70 % that it is one of the P+4 blocks within ~150 m of Aleea Micuș. All my distances hold within about ±150 m for any of them. Distances below are from 46.7586, 23.5555 and are straight-line (walking is about 1.2-1.3x longer). Where it matters, I also give the distance from the OLX pin. — source: https://www.openstreetmap.org/way/263325615 (Aleea Micuș), notes/A-location-building-legal.md
- [Verified] Aleea Micuș is a short "living street" (OSM highway=living_street) in Mănăștur, about 450 m north of the OLX pin, just south of the big Calvaria roundabout where Calea Florești, Calea Mănăștur and Str. Primăverii meet. A CTP stop named "Calvaria" sits at its east end. — source: https://nominatim.openstreetmap.org/search?q=Micus+Cluj-Napoca&format=jsonv2 , https://www.openstreetmap.org/#map=17/46.7590/23.5555

## 5. Area risks

### 5.4 Big projects: Cluj metro M1 (most important item in this section)

- [Verified] Three M1 stations are planned in Mănăștur: no. 6 **Natura Verde** (Str. Primăverii, near the Bucium terminus), no. 7 **Mănăștur** (centre of the district, at the **Str. Primăverii / Str. Izlazului** crossing) and no. 8 **Sfânta Maria** (Str. Câmpului / Calea Mănăștur roundabout, near the Calvaria monastery). Next one east is no. 9 Florilor (old Ursus brewery / USAMV). — source: https://www.monitorulcj.ro/monitorul-cartierelor/89881-cum-se-vor-numi-statiile-metroului-din-cluj-pornirea-din-tara-motilor-prin-prieteniei-catre-viitor-si-pana-in-cosmos (May 2021, station names chosen by the city); https://adevarul.ro/stiri-interne/startul-lucrarilor-propriu-zise-la-metroul-din-2522560.html
- [Likely] Distances from the Micuș position (straight line, using OSM street geometry; exact station boxes are not public): **Mănăștur station about 350-400 m south** (Primăverii x Izlazului junction, OSM nodes at 46.7552-46.7555 N, 23.5567-23.5568 E); **Sfânta Maria station about 550-600 m east** (Câmpului x Calea Mănăștur roundabout, OSM way 516314607 at about 46.7605 N, 23.5627 E); Natura Verde about 1.1 km south-west. If the flat were instead near the OLX pin (Str. Primăverii 8), the Mănăștur station site would be only about **90-120 m away**. — source: https://nominatim.openstreetmap.org/search?q=Strada%20Izlazului%2C%20Cluj-Napoca&format=jsonv2 , https://nominatim.openstreetmap.org/search?q=Strada%20C%C3%A2mpului%2C%20Cluj-Napoca&format=jsonv2
- [Likely] Stations will be dug as **open pits from the surface** (cut-and-cover / top-down); tunnels by TBM. The 2021 environmental report gives the Mănăștur station box as about **77 x 22 m and ~27 m deep**, and mentions closing part of Str. Izlazului during works and noisy works. — source: https://actualdecluj.ro/intarzieri-la-metroul-din-cluj-primaria-a-cerut-constructorilor-un-grafic-de-recuperare-ce-estimari-au-oficialii-primariei-pentru-2026/ (method), https://pum.project-online.se/doclic/Feroviar/metrou/Cluj/M1/SF/sinteza/Statii.pdf (2021 "memoriu de prezentare", page 33/273; text only partly machine-readable, so treat the size as approximate)
- [Unverified] Activists said in 2024 that the TBM ("cârtița") would be **pulled out at Sfânta Maria station**, needing a site of "about 200 m length". Officials did not confirm it in that article. — source: https://actualdecluj.ro/santierul-de-la-metrou-incepe-cu-devierea-retelelor-de-utilitati-ce-au-declarat-viceprimarul-dan-tarcea-si-proiectantii-despre-inceperea-lucrarilor/ (31 May 2024)
- [Verified] Status in 2026: contract signed May 2023 (Gülermak-led consortium). Works started 5 June 2024, **only in Florești**. In March 2026 physical progress was "2-3 %" and completion had moved from 2031 to **2032**. A Finance Ministry report in January 2026 gave 1.24 % physical progress. — source: https://actualdecluj.ro/intarzieri-la-metroul-din-cluj-primaria-a-cerut-constructorilor-un-grafic-de-recuperare-ce-estimari-au-oficialii-primariei-pentru-2026/ (3 Mar 2026), https://actualdecluj.ro/metroul-cluj-lucrarile-inainteaza-lent-finalizarea-se-amana-pana-in-2032-avertizeaza-un-consilier-local/
- [Verified] April 2026: "main works have not started"; the two TBMs (delivered 2024) are stored at the Florești site; "nothing has started at the stations" in Cluj (expert quote). The project lost its PNRR money because of delays. — source: https://adevarul.ro/stiri-interne/startul-lucrarilor-propriu-zise-la-metroul-din-2522560.html (15 Apr 2026)
- [Verified] April 2026: first station site prep (Copiilor station, Parcul Poligon, Florești). September 2026: site activity "reduced"; the contractor says recent months were mostly design and geotechnical studies; the mayor asked for a detailed status. — source: https://actualdecluj.ro/primele-miscari-la-metroul-din-floresti-utilaje-aduse-pentru-saparea-statiei-copiilor-dar-expertii-spun-ca-proiectul-e-departe-de-foraj/ , https://ziare.com/cluj/bni-metrou-santier-2036280 (19 Sep 2026)
- [Verified] 22-24 October 2026: the city signed an EU financing contract (Transport Programme 2021-2027, about 303.5 M€ EU grant). It covers 17.8 km; **8.8 km must be finished by 31 Dec 2029**. Whole line: 21.03 km, 19 stations, 1 depot, target 2032. **No public source I found says which 8.8 km or which stations** are in the 2029 part. — source: https://www.monitorulcj.ro/administratie/141329-primaria-a-semnat-contractul-de-finantare-de-peste-108-miliarde-de-lei-din-fonduri-europene-pentru-continuarea-lucrarilor-la-metroul-din-cluj (22 Oct 2026), https://actualdecluj.ro/primarul-emil-boc-anunta-ca-primaria-are-o-finantare-europeana-pentru-metroul-clujului-357-de-milioane-de-euro-si-termen-de-finalizare-in-2029/ (1 Oct 2026), https://www.stiridecluj.ro/social/clujul-e-tot-mai-aproape-de-metrou-contractul-de-finantare-de-10-8-miliarde-de-lei-a-fost-semnat-cat-plateste-ue-cat-statul-si-cat-orasul-toate-cifrele
- [Likely] What this means for Micuș: **no metro building site in Mănăștur today (Oct 2026)**. The TBMs start in Florești and dig east, so the Mănăștur stations (nos. 6-8) are among the first in the city to be reached. The 8.8 km by 2029 very likely runs from Florești through Mănăștur (Florești to Sfânta Maria is roughly 8-9 km), but this is my inference, not confirmed. A realistic guess: open-pit station works at Primăverii/Izlazului and at the Calvaria/Câmpului roundabout **starting some time in 2027-2028 and lasting about 2-4 years each**, with lane closures, trucks, noise and dust, then finishes and opening around 2030-2032 (if the project does not slip again). The upside: a metro station 5-7 minutes' walk away once it opens, about 2030-2032 at the earliest. — source: inference from the sources above (Unverified for exact timing)
- [Unverified] Possible parking impact (for the parking agent): open-pit stations on Str. Primăverii / Izlazului and at the Calvaria roundabout will very likely take street parking and some surface lots during works. No official list of affected parking spaces found. — source: inference; 2021 report mentions Izlazului closure (see above)

### 5.4b Other roads and works nearby

- [Verified] Calea Florești (DN1) between the Calvaria bridge/church and Florești was widened from 4 to 6 lanes, with 2 bus/emergency lanes over 3.5 km; opened **1 Sep 2026**. 154 street parking spaces on Calea Florești were relocated. The city says buses Florești -> Calvaria save about 15 minutes. This road runs about 100-200 m north of Aleea Micuș. — source: https://primariaclujnapoca.ro/informatii-publice/comunicate/tronsonul-i-al-centurii-metropolitane-a-fost-finalizat/ , https://www.monitorulcj.ro/administratie/140021-supralargirea-drumului-dintre-cluj-napoca-si-floresti-este-gata-emil-boc , https://clujtoday.ro/tronsonul-1-al-centurii-metropolitane-cluj-napoca-a-fost-inaugurat-autobuzele-dintre-cluj-si-floresti-economisesc-15-minute-pe-traseu/
- [Likely] A new Bucovina-Huedinului-Mehedinți link road (southern Mănăștur, about 1 km+ from Micuș) was planned to start in H2 2026 and end in 2027 (32.4 M lei). Little effect on Micuș. — source: https://www.monitorulcj.ro/monitorul-cartierelor/135956-semnal-de-alarma-tras-de-localnici-o-strada-din-manastur-are-nevoie-urgenta-de-modernizare
- [Verified] Calea Mănăștur / Calea Moților were rebuilt in 2022-2023 (four lanes, two for public transport). Done, not a current site. — source: https://www.monitorulcj.ro/administratie/112474-inca-doua-saptamani-de-calvar-pe-calea-manastur-lucrarile-la-carosabil-se-apropie-de-finalizare-foto , https://www.economica.net/lucrari-cluj-napoca-reabilitare-tronson-calea-manastur-calea-motilor_638355.html

### 5.1 Landslides

- [Likely] The Micuș area is **not on a hillside**. EU-DEM 25 m elevations: Aleea Micuș about 374 m; 110 m south 378 m; 110 m north 371 m; east and west about 373 m. That is a gentle slope of about 3-4 % falling north toward the Someș valley. The OLX pin area is flatter still (385-387 m, about 1-3 %). — source: https://api.opentopodata.org/v1/eudem25m?locations=46.7588,23.5555|46.7598,23.5555|46.7578,23.5555|46.7588,23.5568|46.7588,23.5542 (25 m DEM, approximate)
- [Likely] On the georeferenced PUG 2014 regulations plate (unofficial viewer clujpug.ro, tiles from mapwarper.net), I saw **no landslide-risk hatching** (the "risc mediu-mare" / "risc mare-foarte mare" symbols) around Aleea Micuș, Str. Primăverii or Str. G. Alexandrescu. The only overlay near the OLX pin is a blue hatched band = protection zone of a main water pipe along Str. Bucegi/Mehedinți. I checked by eye at zoom 15-16, so small zones could be missed.
- [Verified] Known Mănăștur landslides are on the southern hill edges, not in the flat centre/north: e.g. Str. Govora under the Mănăștur cemetery after torrential rain (2024; mayor said no property at risk) and Str. Uliului. — source: https://www.stiridecluj.ro/social/alunecare-de-teren-pe-strada-govora-sub-cimitirul-din-manastur-din-cluj-napoca-a-fost-solicitata-interventia-pompierilor-foto-video , https://www.monitorulcj.ro/actualitate/120518-alunecari-de-teren-pe-doua-strazi-din-cluj-in-urma-ploii-torentiale-emil-boc-nu-exista-riscuri-ca-vreo-proprietate-sa-fie-afectata
- [Likely] The PUG rules say landslide zones are drawn on the PUG geomorphology plate; medium-high risk needs geotechnical studies, high risk needs a geotechnical expertise (from the clujpug.ro legend and search snippets; the PDF itself was not machine-readable for me). The 2019 PUG-update terms of reference reportedly say detailed risk maps for Cluj-Napoca were never made, so zones are marked very broadly. — source: https://storage.primariaclujnapoca.ro/userfiles/files/20150105pug/piese_scrise/RLU/Fise%20UTR/RLU%20Cluj__DISPOZITII%20GENERALE_REGULI%20DE%20BAZA.pdf , http://consiliulciviclocal.ro/wp-content/uploads/2023/06/2019.05.08-Caiet-de-sarcini-PUG-viitor.pdf
- [Unverified] Deep station pits and TBM tunnels under Mănăștur could in theory cause small ground settlement near the station boxes (normal risk for any metro; contractors monitor it). No public settlement or geotechnical study for this area found. A 2022 article on the metro's main technical challenges does not list Mănăștur among the problem spots (salt near Pod IRA, vibration in the old centre, archaeology at Piața Unirii). — source: https://www.monitorulcj.ro/administratie/100085-care-sunt-cele-mai-mari-provocari-pentru-metroul-clujean-drobul-de-sare-nu-ar-mai-fi-o-problema (23 Jun 2022)

### 5.2 Flooding

- [Verified] No open stream near Micuș. OSM shows: the Someșul Mic river about 1.9 km north (Canalul Morii about 1.1 km north); the **Calvaria stream** mapped in the open only south of Str. Bucegi (nearest open part about 550 m south), then **piped (culverted) under the district**; Pârâul Popii about 730 m east (partly culverted, along Str. Câmpului). — source: https://www.openstreetmap.org/way/118159730 , https://www.openstreetmap.org/way/841622653 , https://www.openstreetmap.org/way/350017843
- [Verified] The Parcul Primăverii redesign plans a wetland "on the culverted route of the Calvaria stream", so the piped stream very likely runs under the park, about 150-250 m east of Aleea Micuș. — source: https://actualdecluj.ro/?p=297736 (16 May 2026; related-article headline), https://actualdecluj.ro/tag/parcul-primaverii/
- [Likely] **River flood risk is very low.** Micuș is about 374 m above sea level, about 25-30 m higher than the Someș valley floor around 1 km north (about 349 m at 46.764 N). — source: https://api.opentopodata.org/v1/eudem25m?locations=46.7588,23.5555|46.764,23.553
- [Verified] The official flood-risk zones (APSFR) for the Someș-Tisa basin are along the main rivers; Cluj-Napoca's maps are in the ABA Someș-Tisa cycle-II flood risk plan and on inundatii.ro. I could not open a street-level map viewer. — source: https://rowater.ro/wp-content/uploads/2023/09/1-PMRI-Somes-Tisa.pdf , https://inundatii.ro/
- [Verified] The real local risk is **storm-water overload**, not rivers. Torrential rain flooded **Calea Florești** ("turned into a lake", 26 Apr 2025). On 11 Jun 2026 basements and garages flooded in "low-lying neighbourhoods where sewers could not cope" (only Str. Câmpului named in Cluj, far south of Micuș). — source: https://ziardecluj.ro/clujul-navigabil-strazi-inundate-dupa-ploaia-torentiala-video/ , https://zcj.ro/eveniment/ploaia-torentiala-a-facut-ravagii-in-cluj-napoca-si-floresti-strazi-transformate-in-rauri-garaje-si-subsoluri-inundate--297169.html
- [Unverified] I found **no report of flooded basements on Aleea Micuș, Aleea Padin, Str. G. Alexandrescu or Str. Primăverii**. Absence of news is weak evidence. — searches: "Mănăștur inundații subsoluri", "Calea Florești inundată", "Micuș inundat"
- What to do: look at the boxă (basement storage) and the basement corridor for water marks, rust at the floor, fresh paint low on walls. Ask the owners' association (asociația de proprietari) if the basement took water in June 2026 or April 2025.

### 5.3 Future construction nearby

- [Likely] I searched the Primăria website (WordPress search API) for Micuș, Padin, Grigore Alexandrescu, Calea Florești, Primăverii, Taberei, Piața Flora and Izlazului. **No PUZ or PUD for a new residential block** on these streets came up. Hits were only: rent/sale of city-owned flats, an ANL block at Calea Florești 58B (existing), a PUD for a kindergarten on Str. G. Alexandrescu (older), energy renovation of Școala Iuliu Hațieganu and Grădinița Dumbrava Minunată, and a 2022 cadastre registration of Aleea Micuș itself. — source: https://primariaclujnapoca.ro/wp-json/wp/v2/search?search=Padin (and same for the other names), https://primariaclujnapoca.ro/consiliu-local/proiecte-de-hotarari/proiect-de-hotarare-14-din-18-ianuarie-2022/ , https://primariaclujnapoca.ro/urbanism/proiecte-de-urbanism/p-u-d-construire-gradinita-si-amenajari-exterioare/
- [Verified] **Parcul Primăverii** (about 150-250 m east of Micuș): a 23.8 M lei design-and-build contract (Garden Center Grup + Ro-Verde Landscaping) was signed in 2022 to enlarge and redo the park (to about 2.1 ha, with a wetland). As of May 2026 **works had not started**; it is blocked by the expropriation of the MOL petrol station on Str. Almașului. When it starts, expect a park building site of roughly 15-19 months nearby. Long term it is a plus (bigger, newer park). — source: https://actualdecluj.ro/?p=297736 (16 May 2026), https://primariaclujnapoca.ro/achizitii-publice/atribuire-de-achizitie/can1090342/ , https://actualdecluj.ro/licitatie-de-peste-275-milioane-lei-pentru-amenajarea-unui-centru-verde-in-cel-mai-mare-cartier-al-clujului/
- [Verified] The city also listed "partial demolition of former heating plant CT19, keep part of the structure and build a playground, Str. Primăverii f.n." (small job). — source: https://primariaclujnapoca.ro/achizitii-publice/atribuire-de-achizitie/can1087012/
- [Unverified] Infill risk: Mănăștur blocks sit on public land with green spaces between them; the 2014 PUG marks this area "Lc_A" (collective housing). New infill blocks would need a PUZ and public consultation. None found for Micuș. — source: PUG plate tiles above; https://primariaclujnapoca.ro/strategii-urbane/informarea-si-consultarea-publicului-pud-si-puz/
- What to do: before signing, check the Primăria page "Informarea și consultarea publicului PUD și PUZ" and the list of building permits issued (autorizații de construire emise) for the exact street and block number.

### 5.5 Noise, air quality, crime

**Noise**
- [Likely] The main noise sources near Micuș: (1) **Calea Florești / DN1**, about 100-150 m north, now 6 lanes and one of the busiest roads into Cluj (58,660 vehicles counted at the western entry in Feb 2015; more today); (2) the **tram line on Str. Primăverii** (tram stops Grigore Alexandrescu about 110 m and Calvaria about 150 m away); (3) the big Calvaria roundabout. A flat facing north (toward Calea Florești) or east (toward Primăverii) will hear more. The ad says the block is "set back from the main road". — source: https://www.openstreetmap.org/way/26644291 (Calea Florești), OSM tram stops (Overpass), https://atna-mam.utcluj.ro/index.php/Acta/article/download/926/869 (traffic count)
- [Verified] The city's noise action plan was in public consultation until 16 Oct 2026. A councillor's comments list **Calea Mănăștur** among streets with recorded noise limit exceedances, ask for noise radars on **Calea Florești**, and ask for maintenance of the noisy **Astra trams** (bogies, wheels, bearings). — source: https://actualdecluj.ro/peste-30-de-propuneri-pentru-reducerea-zgomotului-din-cluj-transmise-primariei-se-cere-o-dezbatere-publica-si-masuri-pentru-trafic-aeroport-si-festivaluri/ (19 Oct 2026)
- [Likely] Future: metro station works at Primăverii/Izlazului (about 350-400 m) and Calvaria/Câmpului (about 550-600 m), likely from 2027-2028, will add construction noise and truck traffic for some years. See 5.4.

**Air quality**
- [Verified] City-wide citizen-sensor network "Strop de Aer" (about 1.88 million readings in 2025): PM2.5 above the WHO daily guideline on **222 days in 2025**; 70 days with strong pollution episodes; worse in the cold season; PM10 persists near busy roads. No neighbourhood breakdown published. — source: https://actualdecluj.ro/clujenii-au-respirat-aer-poluat-in-peste-60-din-zilele-lui-2025/ (13 Jan 2026), https://www.romania-insider.com/cluj-napoca-polluted-air-2025
- [Likely] Official stations are few (CJ-1 to CJ-4; one is on Str. Dâmboviței in the north-west). None is in Mănăștur as far as I could tell. A 2021 civic sensor list had Mănăștur sensors at Calea Mănăștur/Câmpului roundabout, the Calea Florești overpass and Primăverii/Izlazului. — source: https://aqicn.org/city/@007659/ (Str. Dâmboviței station), https://actualdecluj.ro/refuzati-de-primarie-civicii-din-cluj-cheama-comunitatea-sa-adopte-cei-22-de-senzorii-de-monitorizare-a-aerului-cumparati-in-urma-unei-campanii-de-strangere-de-fonduri/
- [Unverified] A flat about 100-150 m from 6-lane Calea Florești will get more traffic exhaust than one deep inside the blocks. Typical for central Cluj, not unusual.

**Crime**
- [Verified] Only city/county-level data are public. Cluj-Napoca police recorded about 9,283 offences in 2024 (+0.25 % vs 2023). Cluj County 2025: 1,568 street offences (28 % thefts). — source: https://actualdecluj.ro/usoara-crestere-a-numarului-de-infractiuni-inregistrate-intr-un-an-la-cluj-aproape-9-300-anul-trecut-arata-raportul-politiei-locale-publicat-azi/ , https://actualdecluj.ro/raport-ce-vrea-politia-din-cluj-pentru-2026-mentinerea-criminalitatii-stradale-si-din-mediul-rural-si-a-furturilor/
- [Likely] Mănăștur's "rough" reputation is old; an older police breakdown already put Someșeni, not Mănăștur, at the top. Occasional incidents are reported (e.g. unconfirmed "gunshot" noises near Aleea Gârbău, west Mănăștur). Nothing found specific to Micuș. — source: https://adevarul.ro/stiri-locale/cluj-napoca/vezi-care-e-cel-mai-rau-famat-cartier-din-1116402.html , https://gazetadecluj.ro/alerta-posibile-focuri-de-arma-raportate-noaptea-trecuta-in-cartierul-manastur-cluj-napoca/
- [Unverified] Practical risks in old-block areas are mostly car break-ins / damage on street parking and basement-storage (boxă) thefts. Ask neighbours and the association.

## 6. Daily life and commute

### 6.2 Public transport near Micuș (from 46.7586, 23.5555)

- [Verified] Stops within about 450 m, and the lines OSM maps at each:

- [Verified] Calea Mănăștur and Calea Moților were rebuilt with 2 of 4 lanes reserved for public transport, so buses/trolleys skip much of the car queue on the main axis to the centre. - [Likely] Verdict: **excellent public transport** for Cluj. Three modes (tram, trolleybus, bus) within 5 minutes' walk, and a metro station planned about 350-600 m away (2030s).

### 6.1 Rush-hour commute 7:30-9:00 (from Micuș)

I cannot run live traffic routing. Method: free-flow drive times from the public OSRM router (no traffic), then a Cluj rush-hour factor based on news; public transport = walk + average wait (half the headway from CTP timetables) + ride at 12-16 km/h on mostly bus-lane streets + walk.

- [Verified] Free-flow car times (no traffic) from Micuș: Piața Unirii **7 min / 3.8 km**; Gara **10 min / 5.5 km**; Iulius Mall **13.5 min / 7.5 km**. — source: https://router.project-osrm.org/table/v1/driving/23.5555,46.7586;23.5455,46.7592;23.5313,46.7413;23.5897,46.7697;23.5865,46.7844;23.6280,46.7724?sources=0;1;2&destinations=3;4;5&annotations=duration,distance
- [Verified] Morning jams are real but local: on Str. Câmpului (southern Mănăștur) a 5-minute trip takes 20 minutes around 08:00 (Dec 2025); during the 2023 Calea Mănăștur works a bus from the far end of Mănăștur to the centre took "over 40 minutes". — source: https://www.stiridecluj.ro/social/trafic-blocat-in-manastur-in-fiecare-dimineata-soferii-stau-minute-in-sir-bara-la-bara-si-nu-mai-suporta-e-inuman-asa-ceva , https://www.stiridecluj.ro/social/trafic-blocat-in-cluj-de-luni-dimineata-se-circula-foarte-greu-din-manastur-spre-centrul-orasului-bataie-de-joc (3 Jul 2023)
- [Verified] The Calvaria roundabout / Calea Florești is the main inbound bottleneck for Florești traffic; the 6-lane widening (opened 1 Sep 2026) is claimed to cut Florești -> Calvaria bus time by ~15 min. Micuș sits on the city side of this bottleneck, so most of the Florești queue is behind you, not in front. — source: https://clujtoday.ro/tronsonul-1-al-centurii-metropolitane-cluj-napoca-a-fost-inaugurat-autobuzele-dintre-cluj-si-floresti-economisesc-15-minute-pe-traseu/
- [Unverified] Estimated door-to-door, weekday 7:30-9:00 (ranges, not measurements):

| From Micuș to | Car (peak) | Public transport (peak) | Best PT option |
|---|---|---|---|
| Piața Unirii | 15-25 min (+ finding paid parking in the centre) | 20-30 min | trolleybus 25/6/1 from Ion Meșter or bus 9/24B to Memorandumului Sud, then 5 min walk |
| Gara Cluj-Napoca | 18-30 min | 25-35 min | bus 9 from Piața Flora (direct) or tram 101 from Calvaria (direct) |
| Iulius Mall / Iulius Town | 25-40 min | 35-50 min | trolleybus 25 from Ion Meșter or bus 24B from Piața Flora, direct to "Iulius Mall Vest" |

- How to test it yourselves: (1) In Google Maps, set "Depart at" 07:45 on a normal weekday (not holiday) for each destination; Google uses typical traffic. (2) Use the CTP / Tranzy app or Moovit for real-time bus positions. (3) Best: do the trip once by car and once by trolleybus 25 on a Tuesday-Thursday at 07:45, from Aleea Micuș.

### 6.4 Utilities

- [Verified] Water/sewage: Compania de Apă Someș is replacing old networks city-wide under EU contracts (e.g. CL 16: sewers on 68 streets, 23.5 km, much of it trenchless); Mănăștur works in 2023 on Str. Parâng and Gârbău (not Micuș). Recent incidents are local leaks (e.g. Str. Mehedinți supply cut; Calea Mănăștur x Aleea Tarnița leak, Aug 2026, no supply cut). Nothing found for Micuș/Padin/Primăverii. — source: https://poim.casomes.ro/wp-content/uploads/2022/12/Comunicat-semnare-CL-16-Cluj-5dec22.pdf , https://actualdecluj.ro/se-deschid-santiere-pe-patru-strazi-din-cluj-napoca-intre-care-una-aglomerata-din-manastur-iar-alta-aflata-in-centrul-clujului/ , https://actualdecluj.ro/s-a-intrerupt-furnizarea-apei-pe-strada-mehedinti-din-cauza-unei-avarii-cat-dureaza-lucrarile/ , https://actualdecluj.ro/?p=307257
- [Likely] Inside 1977-1990 blocks, the bigger risk is the building's own vertical pipes (coloane) and basement pipes, not the street network. That is section 2 (other agent).
- [Verified] Gas: Delgaz Grid modernised the gas network on Calea Mănăștur during the 2022-2023 road works; no 2026 outage notice found for Micuș. - [Unverified] Fibre internet: dense 1970s-80s block areas in Cluj normally have fibre from Digi and usually Orange/Vodafone too; ANCOM keeps address-level coverage data from operators. ### 6.5 Street reputation (traffic, night parking, roads, snow)

- [Verified] Aleea Padin around Piața Flora was turned into one-way loops on 5 Dec 2023 (behind Calea Florești 75-79, in front of Piața Flora, beside Școala Iuliu Hațieganu). Typical sign of narrow lanes crowded with parked cars. — source: https://actualdecluj.ro/sensuri-unice-pe-aleea-padin-in-jurul-pietei-flora-din-cluj-napoca/
- [Verified] Local police fined drivers (8,700+ lei in one action) for illegal parking on Calea Florești, around the BIG complex and the Flora and Ion Meșter markets; garages behind Calea Florești 77-79 were demolished. (Parking details: see parking agent.) — source: search snippets from https://actualdecluj.ro/tag/manastur/ (not opened individually; Likely)
- [Likely] School-run congestion: the Iuliu Hațieganu and Ion Creangă schools are within 400 m; expect double-parking at 07:30-08:00 and 12:00-13:00 on the lanes around them, as reported elsewhere in Mănăștur. — source: https://www.stiridecluj.ro/social/cosmar-zilnic-in-cluj-napoca-parintii-parcheaza-in-fata-scolii-si-blocheaza-toata-strada-nu-poti-intra-si-nu-poti-iesi-de-pe-strada-din-cauza-masinilor (different school; illustrative)
- [Unverified] Snow clearing: no specific complaints found for Micuș. Main roads (Calea Florești, Primăverii with the tram, bus routes) are cleared first; inner lanes (aleile) between blocks are usually last.
- Dead end: Facebook resident groups need login. See Dead ends.

## 9. Commute comparison (commute part only)

Positions: (1) Micuș = 46.7586, 23.5555 (this flat, agent A's best-guess cluster). (2) **Aleea Brateș**, Mănăștur = 46.7592, 23.5455 (OSM street centre; the street has several segments between 46.7580 and 46.7600 N), only **about 760 m west of Micuș**, on the north side of Calea Florești. (3) **Str. Valea Gârboului 62, Florești** = 46.7413, 23.5313 (blocks 62A/62B), taken from the Florești research notes, not redone.

- [Verified] Aleea Brateș geocode. — source: https://nominatim.openstreetmap.org/search?q=Aleea%20Brate%C8%99%2C%20Cluj-Napoca&format=jsonv2
- [Verified] Free-flow car times (OSRM, no traffic): Brateș -> Piața Unirii 9.4 min / 5.3 km; -> Gara 10.8 min / 6.2 km; -> Iulius Mall 15.8 min / 9.1 km. Valea Gârbăului 62 -> 11.4 / 14.4 / 17.9 min (6.7 / 8.5 / 10.4 km). — source: https://router.project-osrm.org/table/v1/driving/23.5555,46.7586;23.5455,46.7592;23.5313,46.7413;23.5897,46.7697;23.5865,46.7844;23.6280,46.7724?sources=0;1;2&destinations=3;4;5&annotations=duration,distance
- [Verified] Public transport at Brateș: stops "Calea Florești" (~165 m), "Ciobanului" (~190 m), "Cora" (~260 m) with **bus 9 (direct to Gara), 24B (direct to Iulius Mall), M26 and 28B (to Piața Mihai Viteazul, centre), 52, 43/43B**. No tram or trolleybus within ~450 m (trolleybuses and trams start at Bucium/Primăverii, 500-800 m away). — source: OSM stops/route relations via Overpass (around 46.7592, 23.5455); CTP timetables https://ctpcj.ro/orare/csv/orar_9_lv.csv , https://ctpcj.ro/orare/csv/orar_24B_lv.csv , https://ctpcj.ro/orare/csv/orar_M26_lv.csv
- [Likely] Brateș joins Calea Florești **west of the Calvaria roundabout**, in the inbound Florești queue (bus lanes help buses, not cars). Micuș can also reach the centre via Str. Primăverii / Calea Mănăștur. So by car Brateș is a few minutes worse than Micuș; by public transport it has fewer options (buses only). — inference from OSM road layout and the DN1 widening sources in 5.4.
- [Unverified] Florești numbers below are copied from the Florești research notes (estimates, not measured): one road out to DN1 at VIVO!, rated level of service F in mornings; nearest frequent buses at VIVO! about 1.5 km walk; line 29 from "Roata" only 3 peak runs; M27 every ~40 min at the lower end of the street. — source: ../../floresti-valea-garboului-62-ap22/notes/B-area-risks-daily-life.md (section 5.1-5.2), which cites https://floresticluj.ro/wp-content/uploads/2024/08/2021.12.08_Studiu-trafic-Floresti-v02-raport.pdf and https://ctpcj.ro/orare/csv/orar_29_lv.csv

**Estimated door-to-door, weekday 7:30-9:00 (Unverified estimates; ranges):**

| Destination | Micuș (this flat) car / PT | Aleea Brateș car / PT | Valea Gârboului 62, Florești car / PT |
|---|---|---|---|
| Piața Unirii | 15-25 / 20-30 min | 18-30 / 25-35 min | 25-45 / 45-65 min |
| Gara Cluj-Napoca | 18-30 / 25-35 min | 20-35 / 25-38 min | 30-50 / 55-75 min |
| Iulius Mall / Iulius Town | 25-40 / 35-50 min | 28-45 / 38-52 min | 35-60 / 65-85 min |
| Best PT line(s) | trolley 25/6/1, tram 101, bus 9/24B; all within 5 min walk | bus 9, 24B, M26 within 3 min walk | walk ~1.5 km to VIVO!, then 24B / M26 |

- [Likely] Bottom line: **Micuș and Brateș are practically the same commute** (Micuș slightly better: more lines, tram + trolleybus, can avoid Calea Florești). **Florești is clearly worse: roughly +10-20 min by car and +25-35 min by public transport** each way, mostly because of the walk to VIVO! and the single exit onto DN1.
- How to test: same method as 6.1, from each address, on the same morning.

## Red flags

- **negotiate:** Metro M1 construction likely nearby for several years. Mănăștur station (Primăverii x Izlazului) about 350-400 m and Sfânta Maria station (Calvaria/Câmpului roundabout) about 550-600 m away, both dug as open pits; timing not published, my estimate 2027-2028 start, 2-4 years of works, metro opening ~2030-2032 at best. Noise, dust, lane closures, likely loss of street parking. Long term it is a plus. (5.4)
- **negotiate:** Noise and exhaust from 6-lane Calea Florești (100-150 m north) and the tram on Str. Primăverii (Astra trams flagged as noisy). Check which side the bedrooms face and visit at 08:00 and 22:00 with windows open. (5.5)
- **minor:** Parcul Primăverii redesign (170 m) will be a 15-19 month site when it finally starts (blocked since 2022 by a petrol-station expropriation). Long-term plus. (5.3)
- **minor:** Storm-water overload: Calea Florești flooded in April 2025; no reports for Micuș basements. Check the boxă and basement for water marks. (5.2)
- **minor:** Morning congestion and school-run double-parking around Aleea Padin / Piața Flora / Iuliu Hațieganu school; one-way loops since Dec 2023. (6.5)
- **minor:** City-wide air pollution in winter (PM2.5 above WHO guideline on 222 days in 2025); nothing specific to Micuș. (5.5)
- No deal-breaker found in sections 5-6. Landslide risk: low (flat/gentle 3-4 % slope, no PUG risk overlay seen). River flood risk: very low.
- **For the parking agent:** metro open-pit sites at Primăverii/Izlazului and the Calvaria/Câmpului roundabout will probably remove street and surface parking during works (not confirmed); 154 street parking spaces on Calea Florești were already relocated by the Sept 2026 widening; garages behind Calea Florești 77-79 were demolished.

## Dead ends

- **OLX API with curl:** blocked by CloudFront (HTTP 403); the WebFetch tool read it fine. Agent A says the pin is a generic district centroid anyway.
- **Metro: which 8.8 km are due by 2029, and the station-by-station schedule:** not public in any article or on the city's metro page (https://primariaclujnapoca.ro/metrou/). How to check: email the Primăria (registratura) asking, under Law 544/2001 (free public-information request), for "graficul de execuție pe stații" for Natura Verde, Mănăștur and Sfânta Maria and the traffic/parking diversion plans for those sites; answer due in 10-30 days. Also watch Monitorul de Cluj / Actual de Cluj for "stația Mănăștur" / "Sfânta Maria". The independent site metroucluj.ro returned 403.
- **Metro 2021 environmental report (Statii.pdf):** text only partly extractable (font encoding), so station box size and Izlazului closure are approximate. How to check: open https://pum.project-online.se/doclic/Feroviar/metrou/Cluj/M1/SF/sinteza/Statii.pdf in a PDF reader, page 33/273 (station 7 "Mănăștur") and page 34 (station 8).
- **PUG landslide plate (official PDF):** I used the unofficial georeferenced viewer (clujpug.ro / mapwarper tiles) and looked at it by eye. How to check: ask the Primăria for a "certificat de urbanism în scop de informare" for the exact address (states the PUG zone and any risk overlay), or open the PUG drawings on https://storage.primariaclujnapoca.ro (folder 20150105pug, "piese desenate").
- **Flood hazard map at street level:** inundatii.ro has basin maps; I could not open a zoomable viewer. How to check: https://inundatii.ro/ -> Someș-Tisa -> hazard/risk maps for Cluj-Napoca, or ask ABA Someș-Tisa.
- **TomTom Traffic Index for Cluj-Napoca:** city page is JS-only / 404 to my fetcher. How to check: https://www.tomtom.com/traffic-index/ranking/ and search "Cluj".
- **Live rush-hour routing:** not possible (Google Maps does not work via fetch). How to check: Google Maps "Depart at 07:45" on a weekday, Waze "Plan drive", and a real test trip.
- **Fibre coverage (Digi, Orange, Vodafone):** checkers are address forms; exact address unknown. How to check: once you have the address, use Digi's "verifică acoperirea", Orange's and Vodafone's coverage checkers, and ask the neighbours/association which providers are in the stairwell.
- **Facebook resident groups** (need login): search Facebook for groups such as "Mănăștur Cluj-Napoca", "Cartierul Mănăștur" and "Clujul Civic"/"Cluj-Napoca – Info Trafic" (group names not verified). Search inside them for "Micuș", "Padin", "Piața Flora", "inundat", "parcare", "deszăpezire".
- **Reddit r/Cluj:** search engine returned no relevant threads. How to check: search reddit.com/r/Cluj for "Manastur", "Micus", "Calvaria".
- **Crime per neighbourhood:** IPJ Cluj / Poliția Locală publish only city/county totals. How to check: ask the local police section for Mănăștur (reportedly Secția 4) for street-level incident statistics via a Law 544/2001 request; talk to neighbours.
- **Air quality near Micuș:** no official station in Mănăștur. How to check: public sensor maps (aqicn.org/map/cluj-napoca, sensor.community map, "Strop de Aer" network) and look for a sensor near Calea Florești / Primăverii.
